U.S.-Ukrainian Security Dialogue II was held on June 22, 2006 on the Hill at 2203 Cannon House Office Building. Representative Curt Weldon and Ukraine's envoy to the United States, Ambassador Oleh Shamshur, opened the forum; Dr. Dmytro Kiva, legendary General Designer of the Antonov ASTC, provided closing remarks. Deputy Assistant Secretary of State David Kramer was asked to give a formal insight into the US position with regard to Ukraine's NATO aspirations; the presentation he gave to the participants of Dialogue II continues to be regarded a key statement of US foreign policy vis-à-vis Ukraine.
