CUSUR 2016 - Project I
US-UA “Working Group” Initiative

The US-Ukraine “Working Group” Initiative was launched in 2007 in order to secure an array of experts in "areas of interest” for CUSUR and its various forums/proceedings; at the same time, it was hoped that the ‘experts’ might agree to write a series of ‘occasional papers’ to identify “major issues” impacting on US-Ukrainian relations.

Publication Efforts

Recognizing the urgent need to set up proper channels for the maximum circulation of the information/analysis CUSUR possessed or had at its disposal, the Center long focused on having ‘a publication presence’ of some form or another.

CUSUR 2018 - Project III
DC Occasional Briefings Series

CUSUR did not turn its attention to having a DC presence until summer 2012. Borrowing space when the need arose (particularly for various forum steering committees meetings) from the American Foreign Policy Council, its longest abiding partner, seemed to suffice; an Acela ride from the Center’s NY office did the rest. If there was a concern, it was to open an office in Kyiv.

Roundtable: Speaker Bios

Anders Aslund

Anders Aslund is a Senior Associate at the Carnegie Endowment for International Peace in Washington, D.C. He served as an economic advisor to the Russian government from 1991 till 1994 and as an economic advisor to the Ukrainian govern- ment from 1994 till 1997. Since 1998, he has advised the government of Kyrgyzstan.

Ivan Bilas

Ivan Bilas has been a member of the Parliament of Ukraine from 1994 to the present and is the Chairman of the Committee on Law Enforcement, Organized Crime and Corruption. He holds the rank of General in the National Guard of Ukraine from 1995. Since 1998, General Bilas has been the President of the Union of Ukrainian Officers.

Zbigniew Brzezinski

Zbigniew Brzezinski is a Counselor at the Center for Strategic and International Studies, and Professor of American Foreign Policy, the Paul Nitze School of Advanced International Studies, Johns Hopkins University, Washington, D.C. From 1977 to 1981, he served as National Security Advisor to the President of the United States.

Ariel Cohen

Ariel Cohen is the Research Fellow in Russian and Eurasian Studies at the Heritage Foundation. He manages a policy and research program on Russia, the New Independent States and Central Europe, consulting Congressional staff members and leading American, Eurasian, Eastern and Central European decision makers.

William H. Courtney

William H. Courtney is President of DynMeridian Corp. From 1998 to 2000, he served as a Senior Advisor at the U.S. Commission on Security and Cooperation in Europe. In 1997-98, Ambassador Courtney was Special Assistant to the President and Senior Director of the NSC staff for Russia, Ukraine, and Eurasia. Previously, he served as Ambassador to Georgia and Kazakhstan.

Thomas A. Dine

Thomas A. Dine is president of Radio Free Europe/Radio Liberty, Inc. He served as Assistant Administrator for Europe and the New Independent States of the U.S. Agency for International Development (1993-97). From 1980 to 1993 he headed the American Israel Public Affairs Committee.

Paula J. Dobriansky

Paula J. Dobriansky is Vice President and Washington Director of the Council on Foreign Relations. She served as the Director of European and Soviet Affairs, National Security Council (1980-87).

Jaroslav I. Dutkewych

Jaroslav I. Dutkewych was the first Country Director of the U.S. Peace Corps in Ukraine from 1992 to 2000. He developed and directed one of the largest and most successful U.S. Peace Corps and U.S. assistance programs.

Daniel Fried

Daniel Fried is Principal Deputy Special Advisor for the New Independent States. Previously he served as Ambassador to Poland (1997-00). Ambassador Fried served on the staff of the NSC (1993-97), first as a Director and then as Special Assistant to the President and Senior Director for Central and Eastern Europe.

Leon Fuerth

Leon Fuerth is the National Security Advisor to the Vice President of the United States. Mr. Fuerth is Vice President Gore’s longest serving staff member. He is involved in a wide range of foreign policy issues and manages the Vice President’s bi- national commissions with South Africa, Egypt, Ukraine, Russia and Kazakhstan.

Konstyantyn Hryshchenko

Konstyantyn Hryshchenko is the Ambassador of Ukraine to the United States of America. Ambassador Hryshchenko also serves as a member of the UN Advisory Board on Disarmament Matters. He served as Ambassador of Ukraine to the Kingdom of Belgium, the Kingdom of the Netherlands, the Grand Duchy of Luxembourg and as the Head of the Ukrainian Mission to NATO (1998-00).

Kempton B. Jenkins

Kempton Jenkins is President of the Ukraine-U.S. Business Council. Mr. Jenkins was Corporate Vice President of ARMCO for International and Government Affairs from 1981 to 1990. Since 1990, he has been a Senior Consultant with the public affairs firm APCO Associates.

Jan H. Kalicki

Jan H. Kalicki is Counselor to the US Department of Commerce responsible for the New Independent States, the Middle East, and other emerging markets. He is also the founding director of the Planning and Coordination Staff in the Department's International Trade Administration.

Daniel Kaufmann

Daniel Kaufmann is a Senior Manager at the World Bank Institute, heading the Governance, Finance and Regulatory Reform Group. Previously he was the first Chief of Mission of the World Bank in Ukraine, spearheading the initiation of a relation- ship and program with that country.

Nelson C. Ledsky

Nelson C. Ledsky has directed democratic development programs in the former Soviet Union since 1992 for the National Democratic Institute for International Affairs. Ambassador Ledsky served as U.S. negotiator in Germany and U.S. Special Coordinator for Cyprus (1989-92), and as a Special Assistant to the President for National Security Affairs (1987-89).

Askold S. Lozynskyj

Askold Lozynskyj is President of the Ukrainian World Congress, the representative forum of Ukrainians in the diaspora. In this capacity, he has led numerous missions to countries with large Ukrainian minorities in Eastern Europe and Eurasia. He also is the President of the Ukrainian Congress Committee of America, an umbrella organization of Ukrainians in America.

Petro Martynenko

Petro Martynenko has been a Justice of the Constitutional Court of Ukraine from 1996 to the present. He is a professor, diplo- mat, and academic associated with the Minstry of Foreign Affairs of Ukraine, the Taras Shevchenko Kyiv University and the National Institute, Kyiv-Mohyla Academy.

Mitch McConnell

Mitch McConnell is a member United States Senate from Kentucky. Senator McConnell is Chairman of the Senate Rules Committee, the National Republican Senatorial Committee and of the Senate Foreign Operations Appropriations Subcommittee.

Ihor Ostash

Ihor Ostash has been a member of the Parliament of Ukraine from 1994 to the present and is Chairman of the Foreign Relations Committee. He is also the Chairman of the Ukraine-Australia Interparliamentary Group and is a member of the Ukrainian Delegation to the Parliamentary Assembly of the Conference on Security and Cooperation in Europe.

Mykhailo Ratushnyi

Mykhailo Ratushnyi has been a member of the Parliament of Ukraine from 1994 to the present. He is a member of the Budget Committee in Parliament. He also is the Vice-Chairman of Rukh. Mr. Ratushnyi served as Vice-President of the Independent Labor Movement in Ukraine from 1990 to 1994.

Oleh Rybachuk

Oleh Rybachuk is the Chief of Staff to the Prime Minister of Ukraine. Previously, he served as Chief of the International Relations Department of the National Bank of Ukraine where he oversaw the Bank’s relations with international lending institutions such as the IMF, the World Bank and the EBRD.

Borys Tarasyuk

Borys Tarasyuk is the Minister of Foreign Affairs of Ukraine. He served as Ambassador of Ukraine to the Kingdom of Belgium, the Kingdom of the Netherlands and the Grand Duchy of Luxembourg (1995-98). In 1997 he was appointed as the first Head of the Ukrainian Mission to NATO. In 1995 he represented Ukraine in the European Union and was responsible for relations with the WEU.

William Schneider, Jr.

William Schneider Jr. is President of International Planning Services, Inc. and is an Adjunct Fellow of the Hudson Institute. He was Under Secretary of State for Security Assistance, Science and Technology (1982-1986).

William B. Taylor

William B. Taylor is the Coordinator of U.S. Assistance to the New Independent States in the Department of State. Before coming to work for the Coordinator’s Office in July 1992, Ambassador Taylor spent five years in Brussels as the Special Deputy Defense Advisor to the U.S. Ambassador to NATO.

John Tedstrom

John Tedstrom is Senior Economist with the RAND Corporation in Washington, D.C. From March 1999 through June 2000, he served as Director for Russian, Ukrainian, and Eurasian Affairs at the National Security Council at the White House.

Paul Wolfowitz

Paul Wolfowitz is the Dean of the Paul Nitze School of Advanced International Studies at Johns Hopkins University. He was Undersecretary of Defense for Policy during the Bush Administration.
